The video was created by someone who goes under the name Truman Greene (which we don't have any information on). In this video Truman sings about the importance of preparing your taxes so that you get the maximum tax refund.
H&R Block is a tax return preparation company which have been delivering tax advices for over 50 years and have a staff of 90,000 tax professionals. According to their webpage they helped their clients obtain nearly $30 billion in tax refunds and other government benefits.
