How do people get this idea? I love them for pulling it of though! In Japan they have these strange toilets where you half sit/stand and hold in a pole and do your thing in a whole below. Don't ask my why, but it makes this prank possible at least :-)
Three toilets are prepared with a count down function that after 10 seconds rise the floor above the roof of the toilet. So it results in the person standing with his pants down on top of the roof. To make everything even more fun, they synchronize two or three toilets so people come up at the same time 2 meters above the ground.
And for a grand finale... I can't tell you what, but it involves the same thing but instead some water and surfing. It's hard to stop laughing!!
